I 64. <br /> MINUTES OF REGULAR MEETING OF LEESBURG TOWN COUNCIL, AUGUST 23, 1978. <br /> A regular meeting of the Leesburg Town Council was held in the <br /> Council Chambers, 10 West Loudoun Street, Leesburg, Virginia, on <br /> August 23, 1978 at 7 : 30 P.M. The meeting was called tb order by the <br /> Mayor, with the invocation being given by Mr. Hill , and followed with <br /> the Salute to the Flag. Present were: Mayor Kenneth B. Rollins, <br /> Councilmembers Glen P. Cole, Stanley D. Herrell, Jr. , G. Dewey Hill , <br /> Jr. , Marylou Hill and John W. Tolbert, Jr.; also Town Manager John <br /> Niccolls, Director of Finance Donald 0. Taylor and Town Attorney <br /> George M. Martin. <br /> The minutes of the regular meeting of August 9, 1978 were ap- <br /> proved as written. <br /> MANAGER' S REPORT <br /> Mr. Niccolls reported on some of the items included in the Ac- <br /> tivity Report which was distributed tonight as follows : <br /> (1) Test pumping is continuing at the Phillips/Nickels Well. <br /> The turbidity situation continues , but there may be some improvement <br /> noticed over the last -24 hours. We should have an evaluation from <br /> Sydnor by the end of this week as to how long they feel the test <br /> pumping should continue. Interestingly, a small 10 gpm pump has <br /> been put in the original well shaft and pumped at the same time the <br /> pumping was proceeding on the new shaft - that water is clear as a <br /> bell. He felt this indicates how difficult it is for anyone to say <br /> with certainty what is below the surface of the ground in this part <br /> of Northern Virginia. <br /> (2) Street resurfacing bids will be received soon. Details <br /> for the cut over the hill have been worked out and we will be con- <br /> tacting the property owners involved to learn whether or not they <br /> will be willing to let us do a little grading and shaping on their <br /> land - this would make the job a little easier. <br /> Mr. Hill said he was at the Phillips/Nickels well site yesterday <br /> and the water was really muddy. He said they were pumping about 250 <br /> gpm and it was not phasing the adjoining well, which would indicate <br /> they are certainly not on the same strain. He hoped this would not <br /> come to naught, however, if nothing else, perhaps the pump could be <br /> put back in the original well . <br /> Mr. Tolbert reported on the Airport Committee activity as fol- <br /> lows : <br /> (1) Final work began on August 21 to finish the remaining work <br /> on the runway and parking aprons - the contractor has a <br /> total of 19 days to complete -the work, but hopes to finish <br /> in 10 days. <br /> (2) John Kline of FEDCO Corporation, engineering corporation, <br /> made a preliminary presentation of their plans to complete <br /> the existing t-hangar frame .at the- south -end of the Century <br /> Aviation leasehold. They are now under contract with Century <br /> for design work, construction and management, as well as to <br /> provide all materials required for the project. The new <br /> 10-aircraft t-hangar will cost Century approximately <br /> $75, 500. <br /> 78-152 - Resolution - Authorizing Fairview Subdivision storm drainage <br /> study. <br /> On motion of Mr. Herrell , seconded by Mr. Tolbert, the following <br /> resolution was proposed: <br /> RESOLVED by the Council of the Town of Leesburg, Virginia, <br /> as follows : <br /> SECTION I. The Town Manager is authorized and directed to <br /> enter into a contract with Bengtson, DeBell & Elkin, Inc. , <br /> Consulting Engineers, of Centreville, Virginia, for study <br /> of the storm drainage problems in Fairview Subdivision as <br /> outlined in their proposal No. 78-60 dated August 11 , 1978, <br /> in an amount not to exceed $4, 000. <br />
