<br /> MINUTES OF REGULAR MEETING OF LEESBURG TOWN COUNCIL, JANUARY 11, 1978.
<br /> A regular meetingof the Leesburg Town Council was held in the
<br /> Council Chambers, 10 West Loudoun Street, Leesburg, Virginia, on
<br /> January 11, 1978. .. The meeting was called to order by the Mayor at
<br /> 7 : 37 P.M. , with the invocation being given by Mr. Bange, and fol-
<br /> lowed with the Salute to the Flag. Present were: Mayor Mary Anne
<br /> Newman, Councilmembers Charles E. Bange, Glen P. Cole, Stanley D.
<br /> Herrell, Jr. , James A. Rock, C. Terry Titus and John W. Tolbert, Jr. ;
<br /> also Town Manager John Niccolls, Assistant to the Manager Jeffrey H.
<br /> Minor and Town Attorney George M. Martin.
<br /> The minutes of December 14, 1977 were corrected on Page 356,
<br /> Resolution 77-219, by Mr. Titus, who did not vote• on this resolution.
<br /> The minutes of this meeting were approved, as corrected. The minutes
<br /> of a special meeting of December 15, 1977 and a public hearing of De-
<br /> cember 21, 1977 were approved as written.
<br /> Mr. Dick Frizzell, President of Health Care Medical Facilities,
<br /> Blacksburg, appeared before Council seeking a commitment for water
<br /> and sewer for a proposed nursing home on Morven Park Road. They
<br /> took an option on the land in 1976 and were given a letter by the
<br /> Town at that time stating that water and sewer would be available,
<br /> this, of course, being before the water shortage. A Certificate
<br /> of Need has been issued to them by the State Health Department and
<br /> plans were submitted to HUD in 1977. They now have a firm commit-
<br /> ment from HUD. and they must exercise that commitment by March 1st_. .
<br /> The Health Department has sent a letter to the Town stating that
<br /> they have no objection to Council granting this connection. This
<br /> would be a good clean industry for the town - it would employ ap-
<br /> proximately 110 people and project over $1, 000, 000 into the Town' s
<br /> economy. They would not need this water until July of 1979 - they
<br /> must have a building permit and the- water and sewer commitment by
<br /> March 1st. He also stressed that there is a move afoot to re-allocate
<br /> these beds to Northern Virginia if they are not used by this facility.
<br /> Mayor Newman explained that the resolution adopted in June of 1975
<br /> by the then Council was in favor of "Manor Care" being provided with
<br /> water and sewer, along with a provision that construction be commended
<br /> within one year of approval of the- resolution. This time came and
<br /> went and nothing was done, so it would seem that Council will be
<br /> considering a new item here. This matter was discussed briefly,
<br /> with Councilmembers asking questions- of Mr, Frizzell. Mayor Newman
<br /> said no decision can be made tonight, but this item will be on the
<br /> Workshop Agenda for next Wednesday night. Mr. Niccolls asked that
<br /> Mr. Frizzell furnish a copy of the HUD documents and tell the Town
<br /> just what this deadline means.
<br /> Mr. Frank Raflo exhibited to the Council two proposed Zoning
<br /> Maps for the County and said that the Board of Supervisors has been
<br /> Crying for the past 18 months to get- a map that corresponds to the
<br /> County' s Comprehensive Plan. He requested that members of Council
<br /> meet with representatives of the County to discuss the area around
<br /> the Town before the Planning Commission proceeds further. Mayor
<br /> Newman set a special workshop on this matter for January 23rd at
<br /> 7 : 30 P.M. , with Mr. Raflo to make arrangements for a meeting place.
<br /> Public Hearing on Proposed Amendments to Sections 15-9 and 19-18 of
<br /> the Town Code.
<br /> A public hearingonproposed amendments •to Sections 15-9 and
<br /> 19618 of the Town Code was held at this time. -. The Notice of Hearing
<br /> and the proposed additions to Sec. 15-9, Sewer, and 19-18, Water,
<br /> were read by the Clerk. There were no proponents or opponents to
<br /> - be heard on these amendments and- no comments by councilmembers, thus
<br /> the public hearing was closed by the Mayor.
<br /> 78-0-1 - Ordinance - Amending Section- 10-171 of the Town Code re
<br /> Parking Meter Zones.
<br /> On motion of Mr. Herrell, seconded by Mr. Tolbert, the following
<br /> ordinance was proposed:
